The adventurer and great combinator Ostap Bender continues to travel through Soviet Russia. He learns from a chance encounter with Shura Balaganov that in the town of Chernomorsk an underground millionaire lives the life of an ordinary citizen.

Bender together with Balaganov, another swindler Panikovsky and an honest driver Adam Kozlevich go to Chernomorsk. On the way the heroes introduce themselves as participants in a car rally, deciding to make some extra money out of it. However, in one of the cities their lies are exposed and they barely manage to get away.

Arriving at the place, the company of crooks begins to follow the victim — a humble servant Alexander Ivanovich Koreiko. Bender devises a plan to get the coveted million — there is going to be dirt on Koreiko. The millionaire agrees to redeem the file, but the transfer of the money is disrupted and Koreiko escapes.

Bender still manages to find Koreiko and get the million. But when he tries to leave the country, the money and jewels are taken away from Bender by the Romanian border guards.
