Ivan Petrovich, a St. Petersburg official, is visited by his friend Alexander Ivanovich. They remember how they spent the previous day having a good time at a card game at a mutual acquaintance. The friends plan to play tomorrow.

Alexander Ivanovich says he has been to see «his Excellency» and mentions his friend in their conversation. Ivan Petrovich says that he has been dreaming of the Order for a long time. Alexander Ivanovich promises to put in a good word for him with «his Excellency».

Ivan Petrovich is brought papers to sign, but he refuses to sign, referring to the improper preparation. Ivan Petrovich´s wife comes in. Everyone speaks amiably.

Alexander Ivanovich leaves. Privately, he is indignant at Ivan Petrovich’s desire to receive the Order. Alexander Ivanovich promises himself that he will do anything to prevent his friend from receiving the award.
