The municipal institution of supplementary education (MUDE) in the provincial town of Kovyazin is on the verge of closure. The children’s organization was declared unprofitable. The teachers were confronted with the fact that they were offered independent employment in local schools.

Manzhetov, an enterprising local politician, has plans for the old mansion where the MUDO is located. He intends to organize a profitable enterprise here under the guise of a youth anti-crisis center.
