Thirteen-year-old schoolboy Todd Bauden identifies an old man living next door as the fugitive Nazi concentration camp boss Kurt Dussander. He threatens to turn the criminal in to the police if he doesn’t tell him stories about Nazi experiments.

Top student Todd Bowden does well in school and gets along with his parents. But secretly, the boy is interested in concentration camps, torture, and Third Reich criminals. One day Todd identifies the Nazi criminal Kurt Dussander in his neighbor. The boy goes to the old man and threatens to turn him in if he does not tell him about the torture, experiments, and executions in the concentration camp.

Gradually, under the influence of Kurt’s stories, the boy turns into a serial killer. He stalks vagrants and massacres them. Dussander also relieves his stress with murders. He lures the homeless into his house, where he kills them and buries them in the basement.

One day the old Nazi is taken to a hospital, where he is identified by an old Jewish man, a former concentration camp prisoner. To avoid punishment, Kurt drinks a lethal dose of sleeping pills. After a while, the police get on to Todd, suspecting him of complicity. Todd realizes that exposure is imminent. The guy kills the teacher who came to see him and goes to the highway with a rifle to shoot people.
